Local Conditions
What Roofs In Pawtucket Are Really Like
Pawtucket is an old mill city, with many 2 to 4 unit buildings, so a single roof often covers more than one household.
The age of a house does not tell you what condition its roof is in. A 1920s house may have been re-roofed more than once, and a newer-looking roof can still have a failing flashing detail. That is why we get on the roof and look, rather than guess from the curb.
The 2020 census counted 33,832 housing units in the city, with a 6.7 percent vacancy rate.

Permits
What Pawtucket's Permitting Guide Says
The City of Pawtucket's Guide to Permitting covers construction permits in general. It does not mention roofing, so read these as the city's general rules, not a roof-specific checklist.
- Plans Go To The Building Official.
The guide says to obtain construction permits you submit 4 sets of project plans to the Building Official, who distributes them to electrical, plumbing and mechanical, fire and planning staff as needed. Ask the office what a re-roof needs.
- Have A Lead License Ready.
The guide says all building permits require the contractor to provide a valid Lead License or proof of exemption.
- Who To Call.
The guide lists the Building Official at 401-728-0500, extension 247.
Whether a roof job needs a permit at all is a separate question. Ask the Building Official before you assume a repair is exempt. We pull the permit on our replacements.
The building department listing shows the Building Department at Pawtucket City Hall, 137 Roosevelt Avenue, with inspections scheduled 48 hours in advance through extension 247. Confirm both with the office.
Pawtucket is also listed as taking part in the Rhode Island statewide e-permitting portal. Ask the office how to file.
Historic
Roofing In A Pawtucket Historic District
Pawtucket has a local Historic District Commission that covers over 200 properties. The city's Historic District Commission Standards and Guidelines say that building permits for exterior work in the local historic districts cannot be issued without a Certificate of Appropriateness. That is the city's rule, and it applies to properties inside those districts, not to the whole city.
On roofs, the Commission's guidelines for properties inside the local districts are specific. They say original roofing should be retained, repaired and preserved wherever possible, and that replacement in kind is encouraged. Asphalt shingles are not encouraged as a replacement for slate. Roof colors should be medium to dark in tone and complement the building's color. Changes to roof forms, chimneys, cupolas, roof decks and other rooftop elements are reviewed by the Commission, and the guidelines recommend avoiding new dormers, vents or skylights that diminish historic character. For flat roofs, rolled rubber roofing is named as an acceptable substitute for tar and gravel.
Which addresses are inside a district is where it gets hard. We have not seen a boundary list. Ask the city which streets are covered. The guidelines say local designation is not the same as listing in the National or State Register. There is a Quality Hill Historic District by name, but whether it is a local district under the Commission is a question for the city. Ask them, or give us your address and we will find out before we quote. If you are inside a district, get the Certificate of Appropriateness question answered before you pick a material.
The Record
The Blackstone River And Flood History
Pawtucket lies in 3 drainage basins: the Blackstone River, which includes the Seekonk River, the Moshassuck River and the Ten Mile River.
The Blackstone is the one with a recent record. The Northeast River Forecast Center describes the March and April 2010 flooding as affecting roads, businesses and houses in the Cumberland, Lincoln and Pawtucket areas, and a federal conservation program put $3 million toward repairing sections of the Blackstone River wall in Pawtucket.
Flood history is not roof history. Floodwater does not come through shingles. For storm and winter questions, see our storm damage and insurance claims page and our ice dam guide.

Services
Roofing Services In Pawtucket
Most Pawtucket jobs start with the same question: repair or replace. A limited leak may be a roof repair. A roof at the end of its life is a roof replacement, and our shingle roofing page covers what goes on top. If you cannot tell which you have, a roof inspection is the place to start. We also do gutters and siding when the roof job calls for it.
Pawtucket borders Providence and East Providence to the south, Central Falls and Lincoln to the north, and North Providence to the west. We work in Providence, East Providence, Central Falls, Lincoln and North Providence too, so if your property sits across the line, one call covers it.
Next Step
How An RTP Inspection And Estimate Works
We go up on the roof, and into the attic when it matters, before we tell you anything. You get a plain read on what we found, whether it is a repair, maintenance or a replacement, and what the city or a historic commission will want to see. Request an estimate or call (401) 593-1512.

Questions
Frequently asked questions
Do I need a permit to replace my roof in Pawtucket?
Pawtucket's Guide to Permitting covers construction permits in general and does not mention roofing. It says plans go to the Building Official in 4 sets, and every building permit needs the contractor's valid Lead License or proof of exemption. Call the Building Official at 401-728-0500, extension 247. We pull the permit on our replacements.
Who do I call at the Pawtucket Building Department?
The city's permitting guide lists the Building Official at 401-728-0500, extension 247. Call to confirm where to go before you visit.
Does a Pawtucket roof need a lead license?
The city's Guide to Permitting says all building permits require the contractor to provide a valid Lead License or proof of exemption. Ask any contractor you are comparing to show you theirs. We can talk through how it applies to your job when you call.
Is my house in a Pawtucket historic district?
Pawtucket's Historic District Commission covers over 200 properties, and exterior work that needs a building permit inside the local districts needs a Certificate of Appropriateness. We have not seen a boundary list. Ask the city which streets are covered. There is a Quality Hill Historic District by name, but whether it is a local district under the Commission is a question for the city. Give us your address and we will check before quoting, or ask the city.
Can I put asphalt shingles on a slate roof in a Pawtucket historic district?
The Commission's guidelines say asphalt shingles are not encouraged as a replacement for slate, that original roofing should be retained, repaired and preserved wherever possible, and that replacement in kind is encouraged. Roof colors should be medium to dark in tone and complement the building's color. These guidelines apply to properties inside the local districts. Confirm the current rules with the Commission before you buy materials, and we will quote to what it approves.
My Pawtucket house is old. Does that mean the roof is old?
No. The year a house was built does not tell you the condition of the roof on it. A roof can have been replaced since, and a newer one can still have problems. Only an on-roof inspection tells you.
Do you work on Pawtucket triple-deckers and small multi-family buildings?
Yes. Pawtucket has many buildings with 2 to 4 units, so many roofs there cover more than one household. Whether you own the building or rent a unit in it, we are glad to talk with whoever is calling about the leak. Call (401) 593-1512.
Does flooding on the Blackstone River affect my roof?
Flooding and roof damage are separate problems. The Northeast River Forecast Center describes the 2010 Blackstone River flooding as affecting roads, businesses and houses in the Pawtucket area, but floodwater does not come through shingles. Wind, rain and winter weather are what act on a roof, and we start with an inspection to see what yours has taken.
