Blackstone has four historic districts on the National Register of Historic Places, according to the town's Open Space and Recreation Plan. Plainly put, that is a federal listing. It is not local design review.
The town's zoning bylaw does add one step. It calls for notification of intent to the Blackstone Historical Commission for a proposal within National Register premises or districts that changes something visible from a public way. The bylaw text describes this as a notification. The Historical Commission itself says its mission is preserving the town's past, and it operates the town's historical museum.
The same open space plan notes that Blackstone is home to a segment of the John H. Chaffee Blackstone River Valley National Heritage Corridor. That is a heritage designation too, and it is not design review either.

The town's Open Space and Recreation Plan reports flood hazard zones, with a 1 percent chance of flooding in any year, along Fox Brook and Hop Brook. It also cites the town's Hazard Mitigation Plan for minor chronic flooding caused by bridges and culverts designed for past rainfall.
